Go to Google.com, select Advanced Search next to the search bar, and select the following parameters:
This exact wording or phrase: (what you are looking for)
Results per page: 100
File Type: (either) Adobe Acrobat PDF (or) PPT (or) DOC
Search Within a site or Domain: .gov

More Tips:
Stick with sites that have .gov .mil .int or other governmental suffices. Avoid .ORG .COM .US .BIZ .EU unless you trust the domain that is attached to it. Be careful of .EDU because there are many blogs and school projects from students attached to those, but sometimes dot EDU can turn up interesting results.
